Queen’s University to lead the way in establishing Competency-Based Medical Education framework

KINGSTON – Queen’s University School of Medicine announced today that it will play a leading role in the Royal College of Physicians and Surgeons of Canada’s Competence by Design medical education program. As of July 2017, all incoming Queen’s residents will start their training using a Competency Based Medical Education (CBME) model.

“One of the pillars of our strategic plan is to advance new ways of training,” says Richard Reznick, Dean of the Faculty of Health Sciences at Queen’s. “As such, the opportunity to help lead in a fundamental transformation of how we prepare the specialists of the future, is not only exciting, but exactly what we said we would do as part of our planning process,”

The CBME model shifts the emphasis of training from one focused on time-based learning and measurement to one based on competency at the skills required. Instead of requiring residents to complete a pre-determined period of time at one level before moving on to the next, they will instead be promoted once they have demonstrated competency in a particular field. The CBME training model also calls for more frequent and meaningful assessments, ensuring that competent residents will move through training in a more individualized and efficient manner, saving valuable resources and promoting excellence in their paths to independent practice.

“Queen’s institutional approach captures the hearts and minds of our entire medical school by engaging all of our educational leaders and faculty at once,” explains Damon Dagnone, Faculty Lead for CBME at Queen’s University. “We began working with our teaching hospitals on a centralized approach over 18 months ago, engaging our faculty, resident trainees, the Royal College, patients and their families, and other Canadian medical schools along the way. This is a journey of discovery we are all taking together.”

The Royal College mapped out a multi-year transition for all residency programs in Canada in 2014. However, in consultation with the Royal College, Queen’s University’s School of Medicine took on a leadership role by designing and implementing a parallel accelerated path to CBME, making a commitment that all incoming Queen’s residents will start their training using a CBME-based model by July 2017. The university’s application to accelerate the transition was approved by the Royal College this past November.

Resident Resources

The CBME Resident Lead is the resident who will help guide the transition and implementation process for competency-based medical education (CBME) at the program level. Each RCPSC and CFPC program at Queen’s will have a CBME Resident Lead. The CBME Resident Lead will, in collaboration with the Program Director and CBME Program Lead, ensure resident interests are represented throughout all aspects of CBME implementation in addition to helping ensure all aspects of CBME implementation are carried out within the program. This position will be allotted academic protected time.

Qualifications

The CBME Resident Lead must be a resident currently enrolled at Queen’s University and have demonstrated an interested in education and administration. The candidate must have strong organizational, communication and leadership skills, and a solid foundational knowledge of CBME principles.

Resources Requirements

The position must have a defined Department/Division job description that is associated with adequate academic protected time and appropriate administrative support. This protected time will ensure the CBME Resident Lead may attend all CBME related meeting attended by the program director and/or CBME Program Lead, in addition to attending CBME Resident Subcommittee Meetings and the International Conference on Residency Education and/or International Resident Leadership Summit.

Accountabilities

The CBME Resident Lead will work collaboratively with their program’s director and CBME Program Lead. The CBME Resident Lead will have a permanent position on the program’s postgraduate committee, in addition to those positions currently held by residents. The CBME Resident Lead will also work closely with the CBME Resident subcommittee to ensure cross-specialty communication on CBME at the resident level.

Appointment and Review Process

The CBME Resident Leads will be selected by the Program Director and CBME Program Lead. It is the expectation that this position will be re-evaluated once CBME is fully implemented across Postgraduate Medical Education in 2022. Consideration will be given at that time whether these positions should be named Postgraduate Education Resident Lead, in an effort to keep residents actively and formally engaged in the process of evidence-based medical education.

Responsibilities

To the Residency Program

  • Lead program residents through curriculum transition and implementation of CBME in coordination with the Program Director and CBME Program Lead
    • Attend all relevant CBME workshops and/or identify a representative to attend when other responsibilities prevent attendance
    • Liaise with CBME Resident Subcommittee Chairs to ensure program progress is on target and resident interests are represented throughout implementation
    • Act as liaison between CBME and postgraduate committee meetings and program residents to ensure continuous updates reach residents

To the CBME Resident Subcommittee

  • Attend all CBME Resident Subcommittee meetings and/or identify a representative to attend when other responsibilities prevent attendance
  • Work with other CBME Resident Leads in various efforts carried out by the CBME Resident Subcommittee
  • Should clinical duties allow, attend International Conference on Residency Education and/or International Resident Leadership Summit as a representative of Queen’s residents and the CBME Resident Subcommittee

Planned Review

A formal review of this role description will occur in no more than 2 years by CBME Resident Subcommittee and PGME Leadership

Mandate

The CBME Resident Subcommittee’s mandate is to represent the interests of the greater resident body at Queen’s School of Medicine through the transition and continued integration of the competency based medical curriculum at the PGME level.

Purpose

The CBME Resident Subcommittee was established to provide a forum for discussion and advocacy around resident issues in anticipation of the transition and implementation of a competency based curriculum at the postgraduate level. The group will provide support to the CBME executive team in developing effective and transparent communication strategies to inform current and incoming residents of CBME expectations and updates. The group will communicate closely with the Resident Doctors of Canada and the Professional Association of Residents of Ontario about regarding CBME implementation at Queen’s, and represent the interest of residents at the hospital, provincial, and national levels during the CBME transition at Queen’s.

      NoteIf you get an error message from the captive portal stating your browser isn’t supported, close the captive portal, start Safari and enter a website to access.

  • Step 3

    Click ‘Continue’ to verify the certificate and enter your Mac credentials to update the settings.

    Once connected, open Safari and enter a website in the address bar (e.g.www.kgh.on.ca), you will be redirected to the “KHSC BYOD Portal”

  • Step 5

    Read the Acceptable Use Policy, then click ‘Start’

  • Step 6

    Enter a ‘Device name’ and optionally a ‘Description’, then click ‘Continue’

  • Step 7

    Open the downloaded file “SPW.tar” to extract the file “cisco_network_setup_assistant.dmg”

  • Step 8

    Open the “cisco_network_setup_assistant.dmg” file, and launch the “Cisco Network Setup Assistant”; click ‘Open’ when prompted

  • Step 9

    Click ‘Start’ to begin downloading the profile

  • Step 10

    Click ‘Continue’ to verify the certificate and enter your Mac credentials

  • Step 11

    Click ‘Exit’ and your device is ready to use the internet

  • Step 1

    Open Network and Sharing Center: Navigate to the ‘Control Panel’, click ‘Network and Internet’, click ‘Network and Sharing Center’, then click ‘Manage wireless networks’ on the left-hand pane

  • Step 2

    Click ‘Add’ on the top left-hand pane, then click ‘Manually create a network profile’


  • Step 3

    Enter the below details, click ‘Next’, then click ‘Change connection settings’:

    • Network name:
      KHSC
    • Security type:
      WPA2-Enterprise

    Checkmark ‘Connect even if network is not broadcasting’


  • Step 4

    In the pop-up, click the ‘Security’ tab, click the ‘Settings’ button

  • Step 5

    In the new pop-up, un-checkmark ‘Validate server certificate’, then click ‘Configure’ and uncheckmark ‘Automatically use my Windows logon name and password (and domain if any)’; click ‘OK’ then click ‘OK’ again to close the pop-ups shown below

    Note: This will allow you to be prompted for your HDH/KGH credentials



  • Step 6

    Click ‘Advanced settings’; in the pop-up, checkmark ‘Specify authentication mode’ and select ‘User authentication’ in the dropdown


  • Step 7

    Click ‘OK’ or ‘Close’ until all pop-ups are closed

  • Step 8

    Connect to the “KHSC” Wi-Fi option through your internet settings and enter your HDH or KGH credentials as “hoteldieuUSERNAME” or “kghUSERNAME”

  • Step 9

    Once connected, open Internet Explorer and enter a website in the address bar (e.g. www.kgh.on.ca), you will be redirected to the “KHSC BYOD Portal”

  • Step 10

    Read the Acceptable Use Policy, then click ‘Start’

  • Step 12

    Open the downloaded file “NetworkSetupAssistant.exe” and click ‘Run’

  • Step 13

    Click ‘Start’, follow the instructions and click ‘Yes’ to accept/install each certificate; you will be prompted to enter your HDH/KGH credentials for additional information

  • Step 14

    On the last setup screen, click ‘Exit’ and your device is ready to use the internet

Step 1

Download and install the “Cisco Network Setup Assistant” app from the App Store or Google Play Store using your data plan or by connecting to the “KHSC-Guest” public Wi-Fi network

Step 2

Tap the ‘Settings’ app, then ‘Connections’, then the ‘Wi-Fi’ option

Step 3

Tap ‘Add Network…’, enter the below details and tap ‘Connect’:

  • Network Name:
    KHSC
  • Security:
    802.1x EAP
  • Username:
    Your HDH or KGH credentials: “hoteldieuUSERNAME” or “kghUSERNAME”
  • Password:
    Your HDH or KGH credentials
  • EAP method:
    PEAP
  • Phase 2 authentication:
    MSCHAPV2

Step 4

Once connected, follow the prompts to sign onto the Wi-Fi or open a web browser and enter a website in the address bar (e.g. www.kgh.on.ca), you will be redirected to the “KHSC BYOD Portal”

Step 5

Tap ‘MORE’ in the top right-hand corner, then in the pop-up tap “Keep connection”

Step 6

Read the Acceptable Use Policy, then tap ‘Start’

Step 7

Enter a ‘Device name’ and optionally a ‘Description’, then tap ‘Continue’

Step 8

Since the “Cisco Network Assistant” app has already been downloaded, press the Home button and open the app, then tap the ‘Start’ button

Step 9

Tap ‘Proceed’ to download the profile

Step 10

Select the ‘Wi-Fi’ option from the ‘Used for’ dropdown, then tap ‘OK’

Step 11

Enter your device passcode

Step 12

Once again, select the ‘Wi-Fi’ option from the ‘Used for’ dropdown, then tap ‘OK’

Step 13

Follow the on-screen instructions to “Forget network” and then tap the ‘Back’ button

Step 14

Within 60 seconds, the device will be connected to the “KHSC” Wi-Fi network

Step 15

Tap ‘Exit’ to close the “Cisco Network Setup Assistant” app and your device is ready to use the internet
